Haruna Iddrusu Sends A Strong Message To Prez. Akufo-Addo

The leader of the NDC caucus in Parliament, Haruna Iddrisu, has characterized as “illegal” and “illegal” President Nana Addo Dankwa Akufo-recent Addo’s appointment of some ministers in his first term as “caretaker ministers.”

“It got the President wrong. Their term has expired, and they will not keep themselves out as ministers until they are confirmed, go through vetting, receive Parliament‘s approval. There is nothing like an Acting Minister, as far as we are concerned, and the Supreme Court does not accept such a role.

Comments from Haruna Iddrisu come after President Akufo-Addo charged some of his former ministers on Monday to hold their respective positions before new appointments for his second term are made.

The latest appointment of the president follows the conclusion of his first term and the beginning of his second and final four-year term, which began on January 7, 2021.

To prevent gaps in running state affairs, the action is in compliance with the Presidential Transition Act, 2012 (Act 845).

Kojo Oppong Nkrumah, former Minister of Information, Alan Kyerematen, former Minister of Trade and Industry, Ken Ofori-Atta, former Minister of Finance, and Domini Nitiwul, former Minister of Defence, are the former ministers who were called to be ‘caretaker’ ministers.

Ambrose Dery, the former Minister of the Interior, Albert Kan Dapaah, the former Minister of National Security, and Hajia Alima Mahama, the former Minister of Local Government, are the others.

Eugene Arhin will also serve as the President’s Head of Communications.

According to a GNA report, the ‘caretaker’ ministers were advised by the acting Chief of Staff, Akosua Frema Osei-Opare, not to take decisions concerning policy issues.

The acting appointees were also notified by the Office of the Chief of Staff to be directed by a memo released in December 2020 by Mrs Osei-Opare, then Chief of Staff and Chair of the Presidential Transition Team, calling on ministers not to sign any new loan agreements, to participate in financial commitments and to hire permanent management staff during the transition period.

In keeping with the supreme court judgment, President Kufuor avoided such an obstacle by carefully appointing some individuals as members of the president in the different ministries, but that was before the Presidential Transaction Act.

Thus clubs have the sole autonomy whether to release players or not which is backed by FIFA’s current regulations on releasing players amid the pandemic.

The Black Stars coach with the possibility of missing out on invited players is preparing with a squad dominated by locally based players ahead of the double-header.

The team broke camp on Wednesday and will reassemble after the league matches this weekend.

Akufo Addo swear in new ministers

President Nana Akufo-Addo has sworn into office 28 of his 30 nominees for the various ministerial portfolios.

The swearing-in ceremony took place on Friday, March 5, 2021 at the Jubilee House in Accra.

The two sectoral ministers who could not be sworn into office are the Minister-designate for Finance, Ken Ofori Atta and Minister-designate for Chieftaincy and Religious Affairs, Ebenezer Kojo Kum.

Ken Ofori-Atta is yet to attend upon the Appointments Committee to be vetted due to complications from COVID-19 while Ebenezer Kojo Kum was unable to attend the swearing-in ceremony due to ill-health.

Addressing the gathering, President Akufo-Addo said the approval of all the nominees presented to parliament proves the positive cooperation between the Executive arm of government and the legislature, expressing the hope that the relations will remain strengthened.

He further said he is confident that the ministers will work together with him to ensure progress for the country.

“The entire national followed keenly your individual interactions with the Appointments Committee. In those sessions you exhibited your capacity to act as ministers of state for all to see and justify to the county the confidence I have reposed in you to serve in government”

“I am confident that together we will work to realize the vision of the mandate given to me by the Ghanaian people in the victory of 7th Decemenr2020, a victory which yesterday, 4th march was unanimously upheld in the lucid well-considered judgement by a 7-member panel of the Supreme Court presided over by the Chief Justice,” the president said.

Nana Akufo-Addo further urged the new ministers to demonstrate leadership that will move the country forward and help the government achieve its vision.

“I urge you to provide leadership that will ensure that the work which we are embarking on, benefits the progress of our nation and help raise the living standards of our people. That is why we are here and that is why the Ghanaian people voted for us,” the president said.

He encouraged the ministers to always ensure broad consensus in the manner in which they implement decisions while in office.

Prior to delivering his address, Nana Akufo-Addo led the 28 new ministers to take the Oath of Allegiance, Oath of a Minister and the Oath of Secrecy.

The Ministers were subsequently presented with their instruments of appointment to symbolize their appointment before signing the oath book.
